 I really think this list needs to address formally the various levels of
 formal scientific research and evidence.  This thread is now discussing
 the areas where the various strains of levels of evidence in mind
 control research intersect.  For example:

 -Peer review science
 -Published scientific journal

 Act- NEPA Environmental Impact Statement)

 FORTUNATELY, the issue of HAARP"S detrimental environmental impact has
 been legislatively and administratively initiated.  The environmental

 environmental impact statement, in contravention of the US Navy's
 categorical denials of ANY environmental impact by HAARP, were THE EARTH
ISLAND ARTICLES  previously posted.

 Earth Island are public champions, IMHO.  It may offend the
 sensibilities of peer review-oriented analysts on the list,
 but the Earth ISland articles were given awards for their public
 service, which led to the US Congress determination.

 PEER REVIEW: Let me repeat here the arguments of the previous post on
 the procedural SPECIOUSNESS of constantly asking for peer review
 research on issues involving covert black ops operations like HAARP.
 "Peer review" is not a mantra.

 order to make HAAARP comply with NEPA, so why should this mlist require
 more?

 HAARP MIND CONTROL EFFECTS - Finally, I submit that the following
 initial finding raises a presumption that HAARP may in fact implement
 mood altering mind control on human populations. Again, the appropriate
 standard for mind control research here is advocacy science, not peer
 review science.

  .9 Hz would fall into the LIA area, but I'm not sure what
  that means--perhaps there's someone on the lists with knowledge
  of neurology?

  However, there is an interesting correlate of .9 Hz: It is approximately
  the resonant frequency of the lunar-earth system,
  as explained by Charlie Plyler at http://www.elfrad.net/Moon.htm:

  "This frequency varies from .9 to .95 hertz. The signal above has a
  center frequency of .9373 hz. The wavelength of this frequency is
  319,877km or 198,711 miles. We are aware of the fact that a moving body
  in free space that possesses a magnetic
  field will generate a frequency with a wavelength equal to the distance
  from another magnetic body such as our earth.
  The moon at this time was 387,692 km or 242,307 miles distant. This was
  fairly close to the wavelength of the anomalous signal. If we were
  detecting the presence of the moon, it seems that we would be logging
  the signal for a greater duration of time rather than a few minutes."

  If we accept the hypothesis that mammalian neural functioning is
  developed phylogenetically by driving from exogenous electromagnetic
  rhythms in nature, there should be a concomitant of lunar motion. That's
  normally thought of as correlated with the the mammalian reproductive
  cycle and there's some evidence of correlations of lunar cycles with
  violent behavior.

  Other examples of neural driving by exogenous electromagnetic rhythms
  that support this hypothesis include the alpha rhythm (centered at 8 Hz,
  the Schumann resonance frequency, corresponding to the wavelength of the
  Earth-ionosphere diameter), and the universal tremor reflex (10 Hz,
  corresponding to the wavelength of the Earth's diameter).

  Is there any further evidence for the neural effects of .9 Hz?<<

 levels of research that are appropriate in this advocacy field.
