Kin of Roger Clinton Accuser Thrown into Solitary Confinement

A man imprisoned in Oklahoma on federal fraud charges, whose
brother says he paid $235,000 for Roger Clinton's help with a
presidential pardon, was thrown into solitary confinement during
the closing months of the Clinton administration.

The Pardongate penitentiary shocker was revealed Thursday night
by WABC radio hosts John Batchelor and Paul Alexander, the
investigative team that broke the story of Roger's alleged pardon
peddling on Feb.  27.

In early December last year, 67-year-old Garland Lincecum,
currently doing an 84-month stretch in Oklahoma's El Reno federal
penitentiary, was accosted by a fellow prisoner, Batchelor told
his audience.  The resulting fight landed Lincecum in solitary
confinement, where he resided for the next two months.

Within days of Lincecum's release from solitary, his brother Guy
contacted Batchelor and Alexander after a friend heard their
lawyer Ed Hayes discussing the Pardongate scandal on WABC.

Guy Lincecum told the radio duo that in late 1998, two men
representing Roger said they could get his brother out of jail if
the price was right.  Lincecum paid $235,000 and has the canceled
checks to prove it - but no pardon was forthcoming.

Batchelor said Thursday that Garland's solitary confinement
seemed unusually harsh for someone who had a squeaky-clean prison
record.

"Suddenly from out of nowhere, after having been a trustee - he's
67 years old, he wears glasses, he's an elderly man - suddenly he
gets into a fight instigated by another man and is thrown into
solitary confinement and kept there in the hole from early
December all the way till late February."

The incident has eerie parallels to the case of key Whitewater
witness James McDougal, who was thrown into solitary confinement
on the pretense that he refused to take a drug test.

Placed in an isolation cell on the night of March 7, 1998,
witnesses say McDougal repeatedly complained of chest pains and
pleaded for his heart medication, which prison guards had
confiscated.

He was discovered dead of cardiac arrest the next morning.

Prosecutors later told reporters Susan Schmidt and Michael
Weisskopf, who collaborated on the Whitewater book "Truth at Any
Cost," that the loss of McDougal's testimony nixed a planned
indictment of then-first lady Hillary Rodham Clinton.

Since Batchelor and Alexander's initial WABC report, U.S.
Attorney for New York's Southern District Mary Jo White has
launched a formal probe into Lincecum's allegation.
