-Caveat Lector- Newsmax-Inside Cover Tuesday, June 26, 2001 10:31 p.m. EDT Rogergate Partners Implicated Prez in China Deal, Says Witness A witness familiar with a company owned by former first brother Roger Clinton says he was told ex-President Clinton was not only aware of his brother's business relationship with Beijing - he helped arranged it and had a financial stake in the profits. "They told me right off the bat that Bill Clinton made arrangements with the Chinese when he was over there for his brother to be their principal agent in the United States," said Mississippi construction executive R.V. Wilson on Sunday. In 1998 and 1999, Wilson says he met with Roger Clinton's business partners Dickey Morton and George Locke, who together formed CLM LLC (Clinton, Locke and Morton). Over the course of one four-hour luncheon meeting, Morton outlined CLM's plans to import building materials from Communist China and tried to interest Wilson in investing in the project. In an exclusive interview with WABC Radio's John Batchelor and Paul Alexander, Wilson claimed he was told during the meeting that President Clinton had personally endorsed CLM to Chinese officials, a move that would have all but guaranteed the success of CLM's China venture. ALEXANDER: Dickey Morton told you that Bill Clinton had arranged for his brother, Roger, to be his - oh, let's say, informal ambassador to China? WILSON: Yes. ... It would be very difficult for a man off the street to go to China and start buying things. But if you went in there with the recommendation of the president of the United States, then the market would have been open for you and [the Chinese] would have dealt with you. Later in the interview, Wilson claimed he was told the former president had a financial stake in Roger Clinton's company. ALEXANDER: R.V., in these meetings that you're having with Morton and with Locke, did they ever talk about Bill Clinton as well? WILSON: Oh, yes. They called him Bill. ALEXANDER: And what did they say about him in these meetings? WILSON: Oh, about how he was doing everything he could to help get Roger set up. And that they were partners in this business and all of that. ... BATCHELOR: Now, one thing, R.V. In your discussions with them about the building materials, did they ever indicate that any of this money was going to be going to Bill Clinton as well as Roger Clinton? WILSON: Absolutely. ALEXANDER: Wow! R.V., say what? BATCHELOR: Wait a minute. Hold on. Let's review again. What did they say about where the money you were going to make was going? They said it was going to them at CLM but was there money going to Bill Clinton also? WILSON: The money that I was going to make was going to go into my pocket. BATCHELOR: Right. WILSON: The money they were going to make was CLM. And they told me that "we've got this organization and blah, blah, blah, blah. We've got our credit cards," you know. And here they go. ALEXANDER: Did they tell you that Bill Clinton would participate in their profits? WILSON: No. They didn't say that Bill Clinton was participating. But let me say this. I was told, before the money was sent, that, for instance, one day Lynn [Garland Lincecum] came by and he needed some money because Mr. Morton had called him and said that Roger was upset. He wanted that money now because Bill needed it to pay some girl or something in Little Rock or somewhere. A judgment had been made against him and he needed that money now. Although Wilson seemed unaware of the details, in April 1999 U.S. District Court Judge Susan Webber Wright cited President Clinton for contempt of court for lying in the Paula Jones sexual harassment case, fining him $90,000. It's not clear whether prosecutors in the office of U.S. Attorney for New York's Southern District Mary Jo White, who is probing pardon-peddling allegations against Roger Clinton, are interested in Wilson's story or whether CLM's financial records bear any part of his account out. In April of this year, the Wall Street Journal's John Fund told Fox News Channel that investigators had uncovered CLM bank accounts worth a total of $30 million. Ed Hayes, attorney for key Rogergate accuser Garland Lincecum, said in May that the amount of money run through CLM accounts totaled in the hundreds of millions of dollars. It is believed that the Internal Revenue Service has launched an investigation into CLM, which could implicate both Clinton brothers, if what Wilson said Sunday can be documented. CLM LLC was dissolved in late 1999. On Monday, former White House political guru Dick Morris confirmed one aspect of Morton and Locke's account to Wilson, saying that Roger Clinton had virtually unfettered access to his brother during his presidency. "He could get Bill on the phone anytime he wanted," Morris told Fox News Channel's Bill O'Reilly. O'Reilly was a bit taken aback by the news. O'REILLY: Anytime? MORRIS: That's right. O'REILLY: So Bill would take Roger's call anytime? MORRIS: Yeah. Morris said Clinton desperately wanted to help his brother because he felt guilty over a 1985 Arkansas state police drug investigation that sent Roger to jail for a year.
