Through his lawyer David Kendall, Clinton rejected a subpoena from the House Government Reform Committee for the names of all donors of more than $5,000 and the amounts they gave. The records were sought by the committee in its effort to learn whether billionaire trader Marc Rich funneled money through his ex-wife, Denise, and others to influence the last-minute pardon he received from Clinton. Rep. Dan Burton Rep. Dan Burton (R-Ind.), the committee's chairman, quickly hit back by threatening a contempt-of-Congress citation that could lead to the jailing of Skip Rutherford, a longtime Clinton pal from Arkansas and the head of the library foundation. "This is unacceptable," Burton said of the subpoena rejection. "Nothing short of full compliance is acceptable." Burton said Rutherford would be summoned to a committee hearing on March 1. If he refuses to give up the names in his testimony, "then we will explore a contempt citation," a committee spokesman said. In an eight-page letter to Burton, Kendall said that Denise Rich gave $250,000 to the library in 1998, $100,000 in 1999 and $100,000 in May 2000 for a total of $450,000. Beth Dozoretz He also disclosed for the first time "Ms. Dozoretz's pledge to raise $1 million" for the William J. Clinton Foundation, the nonprofit group that is amassing $200 million for the futuristic library in Little Rock, Ark., that includes a 5,000-square-foot penthouse for Clinton's use. Dozoretz, a close friend of Denise Rich's who lobbied Clinton personally for the pardon of Marc Rich, is also a former finance chairman for the Democratic National Committee. A frequent golf partner of Bill Clinton, Dozoretz is the wife of Ron Dozoretz, a health maintenance organization multimillionaire. Clinton is godfather to the couple's daughter. In his letter, Kendall charged that names of other donors to the library were protected against disclosure by their First Amendment rights to privacy and free association. He said the donors were motivated by their belief "that the work of the Clinton administration should be preserved, commemorated, archived and displayed." Kendall called the donor list demand a "classic fishing expedition" and said, "There is no apparent relationship between the foundation's supporters" and the pardons given Rich and his partner Pincus Green. Legal experts said Kendall would have difficulty in withholding the names, since donors routinely reveal their identities to the government in seeking tax writeoffs from the IRS. The House committee spokesman also noted that Kendall, Clinton's main lawyer in the impeachment scandals, sued to get the names of donors to a foundation set up for Paula Jones in her sex-harassment suit against Clinton. Meanwhile, a federal grand jury in Manhattan also moved subpoena documents from the proposed Clinton presidential library, a source told the Daily News. Manhattan U.S. Attorney Mary Jo White and FBI New York Director Barry Mawn are seeking the documents as part of their investigation into the Rich pardon, the source said. Herbert Haddad, a spokesman for White, declined to comment on any aspect of the Rich investigation, which White has confirmed.
