ROGER OFFERED PARDON-SHOP SPREE: LAWYER

"Buffoon" linked to new case.Former first brother Roger Clinton
was "shopping pardons" during Bill Clinton's final days in
office, an Arkansas lawyer claimed yesterday as the number of
pardon cases allegedly involving Roger rose to three.
"Roger Clinton likes to go around bragging that his brother does
things for him and can do things for other people. That's what he
was doing here [in January]," Arkansas lawyer Gene O'Daniel told
the Los Angeles Times in an interview published yesterday.
O'Daniel, a former prosecutor, said he contacted the Justice
Department to ask if such solicitations were legal and was told
they weren't.
"I told them I believed [Roger] was shopping pardons . . . I was
upset. I didn't want my client's chances jeopardized because of a
buffoon like Roger Clinton sticking his nose in it," O'Daniel
said.
The Arkansas case had been previously reported, but this is the
first time the lawyer has spoken out. A second case, revealed by
The Post this week, involves a Texas family that says two men
used Roger's name to shake them down for over $230,000 for a
pardon that never happened.
The third case, revealed by the Los Angeles Times yesterday,
involves a Louisiana man named Joseph McKernan who served jail
time with Roger Clinton.
Roger Clinton, who got his own pardon on drug charges, allegedly
told McKernan on Jan. 20 that he would also get a pardon. But
that turned out to be false, according to McKernan's lawyer.
In the Arkansas case, lawyer O'Daniel said his client, North
Little Rock, Ark., caterer Phillip David Young, was first
solicited to buy a pardon for $30,000 and then at a discount
$15,000 and "was ready" to pay until the lawyer talked him out of
it.
The lawyer said he didn't know if Roger solicited the payment
directly or through someone else. Despite refusing to pay, Young
got the pardon - for a conviction of illegally buying 5,000 fish
called crappies in 1991.
Roger has denied trying to sell pardons but has acknowledged he
sought them for six pals. His name has now been invoked in three
instances - two of them involving alleged pardon shakedowns.
Roger Clinton has ducked comment and Bill Clinton's spokeswoman,
Julia Payne, has stonewalled requests to see the list of six
pardon requests that Roger Clinton gave his brother.
Federal investigators have been stepping up a pardon probe that
touches on possible roles of Roger Clinton, Sen. Hillary Rodham
Clinton (D-N.Y.), and her two brothers, Hugh and Tony, who were
both paid by recipients of Bill Clinton pardons.
Federal probers subpoenaed Rockland County Democratic Party
records in their probe into whether Hillary Clinton played a role
in her husband's get-out-of-jail cards for four convicted
swindlers in the Hasidic village of New Square, The Journal News
reported.
Hillary Clinton has denied any role but sat in on a December
meeting at the White House where New Square officials asked her
husband to commute their sentences, which he did.
