Below is a list of the people who Bill Clinton pardoned before he
left office.


Benjamin Berger, Jacob Elbaum, David Goldstein and Kalmen Stern

Offense: New Square, N.Y., residents convicted of swindling
government through a phony yeshiva

Clinton link: Supporters lobbied Hillary Rodham Clinton's
campaign, while New Square voted overwhelmingly for her

Outcome: Sentences of 30 to 78 months commuted to 24 to 30 months


Linda Medlar Jones

Offense: Pleaded guilty to fraud and obstruction of justice in
Cisneros case

Clinton link: Was Cisneros' lover

Outcome: Sentenced to 3 1/2 years; pardoned


Roger Clinton

Offense: Pleaded guilty in 1985 to conspiracy to distribute
cocaine

Clinton Link: Bill's brother

Outcome: Spent more than a year in jail; pardoned


Pincus Green

Offense: Rich's partner; also a fugitive facing numerous felony
charges

Clinton Link: Was part of joint petition with Rich

Outcome: Pardoned without trial


Tom Bhakta

Offense: Convicted of tax evasion in 1991

Clinton Link: His family gave $5,000 to Hillary's campaign

Outcome: Pardoned


William A. Borders Jr.

Offense: Convicted of bribery for claiming he could fix a case
before then-judge Alcee Hastings

Clinton Link: Hastings, later elected to Congress, was a Clinton
supporter

Outcome: Went to jail rather than testify in Hastings'
impeachment; pardoned


Almon Glenn Braswell

Offense: Vitamin peddler convicted of mail fraud and perjury

Clinton Link: Hillary's brother Hugh Rodham lobbied for pardon

Outcome: Three years in jail; pardoned


Carlos Vignali

Offense: Convicted of cocaine trafficing

Clinton Link: Hugh Rodham lobbied for him

Outcome: Sentenced to 15 years; released after six when sentence
was commuted


John Bustamante

Offense: Pleaded guilty to fraudulently obtaining a loan and
stealing from a woman's estate

Clinton Link: Former adviser to Clinton friend Jesse Jackson

Outcome: Five years' probation; pardoned


Melvin Reynolds

Offense: Former congressman convicted of bank fraud and having
sex with underage staffer

Clinton Link: Jesse Jackson asked Clinton for commutation

Outcome: Sentence of 78 months in jail commuted to time in a
community corrections center


Henry Cisneros

Offense: Former housing secretary who pleaded guilty to lying in
independent-counsel probe

Clinton Link: Served in Bill Clinton's Cabinet

Outcome: Fined $10,000; pardoned


Dorothy Rivers

Offense: Embezzled federal aid for homeless children

Clinton Link: Jesse Jackson associate

Outcome: Served six years; commuted


John Deutch

Offense: Former CIA director accused of security violations

Clinton Link: Served Bill Clinton at CIA

Outcome: Was considering copping a plea when pardoned


Robert Clinton Fain and James Lowell Manning

Offense: Convicted in 1980s on tax charges

Clinton Link: William Cunningham, Hillary's Senate campaign
treasurer, acted as their lawyer

Susan McDougal

Offense: Convicted of fraud in Whitewater scandal; jailed for
refusing to testify against Bill Clinton

Edward R. Downe Jr.

Offense: Convicted of securities fraud in 1992

Alvarez Ferrouillet

Offense: New Orleans lawyer convicted of laundering money to
cover loan for congressional campaign of Mike Espy's brother

Clinton Link: Espy was Clinton's agriculture secretary; petition
was pushed by Clinton pal Terry McAuliffe

Outcome: Paid fine, spent year in halfway house; pardoned


Ronald H. Blackley

Offense: Former Espy chief-of-staff convicted of making false
statements related to Espy probe

Clinton Link: Espy asked for clemency

Outcome: 27-month sentence commuted along with those of four
others convicted of lesser charges in Espy probe


Arnold Paul Prosperi

Offense: Convicted in 1997 of filing false tax returns and using
fake bank records to hide embezzlement

Clinton Link: College buddy of Clinton

Outcome: Sentence of more than 36 months commuted


Peg Bargon

Offense: Convicted of violating federal law by having an eagle
feather that her son found in a zoo

Clinton Link: She gave feather to Hillary Clinton

Outcome: Fined $1,000; commuted


Charles D. Ravenel

Offense: Pleaded guilty to bank-fraud conspiracy

Clinton Link: Clinton friend since 1980

Outcome: Served 11 1/2 months in jail; pardoned


Richard Riley Jr.

Offense: Convicted of federal drug charges

Clinton Link: Son of Clinton's education secretary

Outcome: Sentenced to house arrest; pardoned


Susan Rosenberg

Offense: Convicted of carrying explosives for Weather Underground

Stephen A. Smith and Robert Palmer

Offense: Both pleaded guilty to charges related to Whitewater

appraiser on Whitewater

Christopher V. Wade

Offense: Convicted in probe of Whitewater bankruptcy fraud

Outcome: Spent 13 months in prison; pardoned


Marc Rich

Offense: Fugitive financier accused of 50 felony counts,
including tax evasion of $48 million

Clinton Link: Former Clinton counsel Jack Quinn urged Bill

John Fife Symington III

Offense: Convicted of using false statements to obtain loans
