They have to campaign on the achievements of the outgoing Administration while also separating themselves from its failings. In one sense Al Gore's job should be a straightforward one. Practically everyone on the planet can identify the big defect in the Clinton Presidency, and Gore has gotten off to a brisk start in explaining how he would differ from Bill Clinton. In carefully calculated television interviews, Gore shed his role as the President's defender against what he once described as partisan attacks stemming from the sexual scandals of the Clinton White House. He now sees the Monica Lewinsky episode as "inexcusable" and tells reporters that he resented the "wasted time" the President's conduct caused. Wednesday, when he officially announced his candidacy in Tennessee, the Vice President pulled out all the stops in billing himself as the family-values candidate. A prominent part in the proceedings was given to his eldest daughter, who is expecting a baby any day now. He asked the electorate to let him bring "my own values" to the White House, implicity suggesting that those values are different from the ones currently on display. Gore's delivery also indicates that he is trying to respond to criticism of his wooden speaking style by injecting some passion into his campaign. Gore's Vice-Presidential baggage does not include the task of explaining exactly what he has been doing for the last seven years. It is a tribute both to him and the President that Gore has been a key policy player in this Administration, and one of Clinton's most influential advisers. He is particularly expert on foreign relations and the environment, areas where the leading Republican candidate, George W. Bush, is weak. But if the current polls are any indication, Gore is going to have to do more than offer the American people eight more years of the same policies, plus marital fidelity. He needs his own vision of what comes next. His speech Wednesday suggested that his answer is remarkably similar to the one propounded earlier this week by Bush. Both men are talking about moving beyond material prosperity to build, in Gore's words, "an America that is not only better off but better," with strong families and caring communities. They both stress education, and making sure that, as the nation grows wealthier, no segment of society is left behind. >From this early vantage point it appears that the main danger in this campaign could be the spectacle of two candidates clinging so firmly to the center, appealing so consistently to the soccer moms and the suburban vote, that their themes become interchangeable in the public mind. If that happens, the election could very likely turn on issues of personality, and it would be unfortunate if the public reacted to its disappointment with Clinton by deciding this election on the basis of personal charm. The majority of Americans who talk to pollsters may say right now that they prefer Bush to Gore, but they are also wise enough to admit by huge margins that they do not know enough about either man. Both have a long way to go before even winning a nomination.
