Orlin Grabbe</A> ----- Middle East Kurdish Leader's Arrest Sparks Worldwide Protests Greeks take it on the chin A DEMONSTRATOR'S clothes were set alight yesterday after 50 Kurd militants stormed the Greek embassy in London during worldwide protests against the arrest of the Kurdish guerrilla leader, Abdullah Ocalan. The militants had taken the embassy's caretaker hostage early in the morning and a crowd of several hundred people gathered outside during the day as police negotiators tried to end the siege. During the afternoon, the previously peaceful crowd broke through the police cordon and staged a sit-in in the middle of the road. A few traffic cones were thrown at the police and shortly afterwards the 15-year-old girl suddenly ran flailing and screaming into a nearby garden with her clothes on fire. Police caught her and doused her with water after smothering her with blankets while blood ran from her nose. She was taken to hospital with severe burns. The demonstrators were protesting at the capture of Abdullah Ocalan, who is being held in Turkey where he faces terrorism charges, after being seized in Kenya. Mr Ocalan, 49, leader of the Kurdistan Workers Party (PKK), was spirited out of Nairobi on Monday. He had been hiding in the Greek ambassador's residence after arriving there secretly 12 days ago. Last night, the London embassy caretaker, Babis Patsouris, was still being held as the siege continued. The London incident was one in a series of protests targeted at Greek embassies throughout Europe: Holland: Protesters in The Hague took the Greek ambassador, his wife, son and housekeeper hostage. Austria: Protesters took five hostages, including the ambassador and his wife, at the Greek embassy in Vienna. Other Kurds threatened to set fire to the Kenyan mission. Denmark: A woman was in "a life-threatening condition" after setting herself alight outside the Greek embassy in Copenhagen. France: Police clashed with Kurds after attacks on Greek and Kenyan missions in Paris, Strasbourg and Marseilles. Germany: Greek consulates in Hamburg, Stuttgart and Leipzig were attacked. A Greek diplomat and two Kenyan officials were held hostage in Bonn. Belgium: Twenty protesters temporarily occupied the Greek embassy in Brussels. Russia: Dozens of protesters occupied the Greek embassy in Moscow, leaving after negotiations with the ambassador. Switzerland: About 25 militants caused damage at the United Nations European headquarters in Geneva, while others occupied the Greek embassy in Berne. Two Swiss were prevented from leaving the Greek consulate in Zurich. Italy: Six officials, including the consul, were released unharmed from the Greek consulate in Milan. Sweden: About 30 protesters occupied the Greek embassy in Stockholm. Australia: In Sydney, a group of Kurds, armed with clubs seized the Greek consulate. The London Telegraph, Feb. 17, 1999 Post-Impeachment POTUS Clinton Administration Sponsors Anti-Corruption Campaign "We're Mr. Clean." The Clinton administration aims to make an international campaign against corruption a central element of foreign policy during its remaining two years in power, a senior US official said yesterday. Stuart Eizenstat, undersecretary of state, said the effort would build on the entry into force this week of the anti-bribery convention of the Organisation for Economic Co-operation and Development. To date, 12 countries, including large exporters such as the US, Germany, Japan, Britain and Canada have ratified the convention. Mr Eizenstat said the push would be "a central feature of our international economic policy and foreign policy". US companies have long alleged that they have been put at a disadvantage by the US Foreign Corrupt Practices Act, which went into law 22 years ago. State Department officials said they were aware of allegations of bribery affecting international contracts worth almost $30bn (£18.4bn) in the year to mid-1998. But Mr Eizenstat said the US campaign was not aimed just at increasing US companies' market penetration. It was also being undertaken because corruption undermined democracy, eroded support for market reform and hurt efforts to rebuild confidence in the international financial system. He said the campaign would be launched at a forum in Washington later this month, the aim of which was to develop central principles for combating corruption and promoting better government. These would cover issues such as open government, promoting accountability in the private sector and strengthening institutions, such as the judiciary and police. "Over the next two years, we will use a series of diplomatic efforts to seek to promote these norms," he said. This would be done in every main economic forum: the annual meeting of the Group of Eight, the United Nations, International Monetary Fund, World Bank and the World Trade Organisation. He said the US also intended to maintain its campaign to stop governments allowing bribes to be tax deductible. Seven OECD members still allowed this, US officials said: Australia, Belgium, France, Luxembourg, New Zealand, Sweden and Switzerland.
