Yesterday while flying to an uncontrolled airport 20 miles from
me I overheard an interesting exchange on the radio.  10 miles
out I ask for a traffic advisory and hear that a state police
helicopter is downwind for landing.  A short time later he is on
base then final.  The next transmission is an elderly voice
announcing he is taking off the active runway and taxis into
position. Immediately the police helo announces a go-around and
screams at the offending airplane. "Get off the runway!"
repeatedly, with a sheepish response , "Okay".

The police helo then told the aircraft to taxi back to the runup
area and that they would like to "talk to him".  The a/c pilot
when asked then stated he didn't have his volume knob turned up.
It is a busy airport and there was a lot of activity there.
Needless to say the airspace was dead silent for awhile.  That
was the wrong helo to have a runway incursion with.  I know I
never want to get "pimp-slapped" like that on the airways. I
don't know what happened to the pilot but I'm sure he got an
earful.  I'd be interested in hearing about similiar experiences.
Not that I'm gender biased but I have seen many elderly pilots
who could barely climb the wing to check their tanks and you
wonder about the safety factor there.

        rec.aviation.student is generally *not* a political
group.  This post, though, has racked up sixteen follow-ups,
which is remarkable, given the nature of the group.  A lot of
them address things actually topical to the group, but some of
them are (gingerly) pointing out the more pressing political
message here: the nature of today's cops.

        What's happening here might be a bit opaque to some
people not interested in aviation or knowledgable of these
operations.  Briefly put: these cops have about as much authority
to order this person to taxi and hold for a "talk" as The Lying
Bastard does at holding forth on the sanctity of marriage, which
is to say: absolutely none at all.

        ...except for one thing: everyone with a brain in their
head knows just how difficult life can be at the hands of a cop
when he or she puts a mind to it.  The possibility has already
been observed that they could mount a short, sharp surveillance
op, watch out for a lane-change without a signal or something
equally innocuous, and then crank-up the entire machine at their
pleasure.

        Yeah, I'm an "extremist": I maintain that only *fools*
believe in cops, anymore at all.

        Every one of them should be taken with extreme suspicion
until their concerns for everything that a cop *should* be are
made clear beyond the least possible doubt of all the things that
far too many cops *are*, today. That might invite objection from
that vanishing species - the cop who is the "juridical man", in
Hannah Arendt's reference to officials who can think through
ethics on their own without resort to someone else's orders - but
that's just too bad.  If that sort is offended by the suspicion,
then I would suggest that they find a line of work that: A) does
not call for them to enforce incipient totalitarianism, and; B)
sets them at great distance from the sort which we all know
exists - the cop who loves his job, and does it the way Robert
McNamara & Co. prosecuted the Vietnam war, or worse.
