Banking authorities agree to hand over Fox campaign info...eventually

Federal banking officials on Tuesday said they will not meet a 10-day deadline to
hand over information that could help investigators determine if President Vicente
Fox accepted money from foreign sources during his 2000 campaign.

Jonathan Davis, president of the National Banking and Securities Commission
(CNBV), said his office needed more time to collect the required documents from
several banks, a Mexico City newspaper reported.

Davis did not say when his office would have the information, however, it can
appeal for more time if it's unable to make the 10-day deadline.

The Federal Electoral Tribunal (TEPJF) set the deadline Monday after ruling Davis'
office must hand over all information on Fox's 2000 campaign to the Federal
Electoral Institute (IFE).

Investigators hope to learn whether some of Fox's campaign funds were donated by
foreigners, which is illegal under the Constitution.

CNBV officials had resisted handing over the information, arguing it was obliged to
protect the confidentiality of bank account holders. Davis on Tuesday denied trying
to thwart the investigation.

"I haven't covered up for anyone in the past or the present," Davis told a news
conference. "On the contrary, what the CNBV has done is act in strict accordance
with the law."

The probe into Fox's campaign comes as federal officials are investigating
allegations union leaders from the state-owned oil monopoly, Pemex, funneled 160
million dollars into the 2000 campaign of the Institutional Revolutionary Party (PRI).

Davis said his office would not hand over any information on the PRI's
campaign without a court order.

Last week, investigators heard testimony from three protected witnesses - including
a former PRI campaign manager - detailing unreported cash payments to state
campaign committees.
