Sharon to Ban Palestinians From Using Roads

A day after Israeli Prime Minister Ariel Sharon had clearly declared his
aggressive intentions of "hitting the Palestinians hard", he further
confirmed, following a security cabinet meeting Tuesday afternoon, to grant
the Israeli occupation army "free rein to further intensify military
'pressure' on the Palestinian [National] Authority, especially in Ramallah,
where [President] Yasser Arafat remains limited in movement".

The Israeli "Security Cabinet" also decided to prevent Palestinians from
traveling on roads in the West Bank until further notice. Previous to this
dangerous decision, the Israeli occupation authorities had been limiting
Palestinian movement in the West Bank to specific roads while others were
designated for Israeli traffic only in what could only resemble apartheid.
Following this decision, Palestinians will be barred from using the few
roads, most of which are mountainous and arduous, to move from their homes
to work, schools, universities, and most gravely, hospitals.

The four-hour meeting was reportedly marked by bitter disagreements, whereby
the Israeli "Defense" Minister Binyamin Ben-Eliezer and Foreign Minister
Shimon Peres allegedly pleaded not to return the tanks to Ramallah, which
removed last week from the area surrounding President Arafat's headquarters.

Peres criticized the decision to continue applying pressure on President
Arafat and underlined the need to talk to the Palestinian leadership. "If
[President] Arafat is not the address and he is irrelevant, then there is no
point in pressuring him... But if he is relevant, we need to be talking to
him".

Following the meeting, Peres voiced his dissatisfaction with his
government's decisions. "If I would have known the reality would get this
bad, I would not have joined this government in the first place". He added,
"The decision to hit the Palestinians even harder will not achieve anything.
Entering the refugee camps and using fighter jets will only harm Israel's
'sense of morality' and its image abroad. We will pay a heavy price for
scorning international opinion".

For his part, Mr. Yasser Abed Rabbo, Minister of Culture and Information,
condemned the Israeli decision yesterday, stating, "The decision that the
Israeli government has taken amounts to a war crime. History has never seen
a precedent to such punitive measures for it has never happened that an
entire People is jailed or subjected to house arrest".
