: The following report was published on page 2 in Yedioth Ahronoth this
: morning (June 23). It covers the points raised in the recent "secret"
: talks held between Israel and the PA as leaked from Ariel Sharon or
: Natan Sharansky who, in turn, received it from "either a Jew or an
: Israeli in the U.S.

: THE FULL TEXT OF THE AMERICAN WRITTEN REPORT

: 1. Jordan River and Bridges:
: Will be under Palestinian sovereignty, but an international observer
: force will be stationed, which will also include a large Israeli unit.
: The Palestinians suggested stationing UN forces in this location.

: 2. The Jordan Valley:
: Will be under Palestinian sovereignty, but the Israelis will be able to
: lease it on a long-term basis (the Palestinians have not yet agreed to
: this.) Similarly, there will be an a priori agreement that an Israeli
: military force stationed at Beit Shean and Maale Adumim will be able to
: redeploy in three or four areas in the valley without need for the
: Palestinians' agreement, in the case of an Arab attack from the east.

: 3. The Right of Return:
: "We have a mechanism and we have a plan. The problem is solved in
: practice. We have an opaque formula, which will satisfy the Arab demand
: for the right of return, but it will be so limited in quantity and with
: other limitations that it will have almost no real significance," so
: that it will respond to the Palestinians' needs, without causing worries
: in Israel.

: 4. Jerusalem:
: The Prime Minister (Barak) is still torn between the "interim agreement"
: approach of (Haim) Ramon and the different view suggested by (Shlomo)
: Ben-Ami and (Oded) Eran. They "have achieved progress in convincing the
: Prime Minister that an interim solution to the issue of East Jerusalem
: by defining it as a sort of Area B is insufficient. Barak is beginning
: to understand that the population in Israel is ready for a final status
: arrangement in the form of something which will transfer the Arab
: neighborhoods to Palestinian sovereignty, and will annex the Jewish
: areas to Israel. Thus the demographic balance will improve. It is
: necessary also to understand that it is impossible to define an
: agreement that leaves the problem of Jerusalem unsolved as an "agreement
: for ending the conflict."

: Everyone, even (Minister) Yitzhak Levy (NRP) understand that in the end,
: there is a need to demarcate new borders - so why not deal with this
: reality now. In any case, the matter requires a Knesset vote in
: accordance with the law ("the Kahalani law") [the Golan law] which
: states that the transferring of territory in which Israeli law and
: sovereignty are operative requires a vote of 61 MKs and a referendum.

: 5. Exchange of Territory:
: The Prime Minister does not oppose this matter strongly, but Indyk (the
: American Ambassador) believes that Barak will need to reconsider his
: position, if he wants to reach an agreement. Exchanges of territory are
: "difficult to carry out in accordance with Israeli law and may be a
: Pandora's box," but the negotiators understand that without this, the
: chances of reaching an agreement are weak. (Mohammed) Dahlan (the head
: of security in Gaza) said that the Palestinians will be ready [to
: accept] settlement blocs comprising 4% of the West Banks' territory, if
: there are exchanges of territory.

: 6. Referendum:
: The U.S. accepts the internal polls conducted by the prime minister,
: according to which Barak will be able to achieve a majority of 72-75%
: for an agreement with three elements: an end to the Israeli -Palestinian
: conflict; retaining the majority of the settlements under Israeli
: sovereignty; and retaining Jerusalem under Israeli sovereignty. This
: type of referendum would be carried out in accordance with the "French
: example" (from 1962) when De Gaulle won a referendum (on withdrawal from
: Algeria) after declaring that "a vote against [the withdrawal] in the
: referendum is a vote against me, and if I lose, I'll resign."

: 7. Economic Aid from Abroad:
: Refugees: More than 100 billion dollars will be directed to
: rehabilitation of refugees over a period of 10-20 years, according to
: the following division: 40 billion to the Palestinians, 40 billion to
: Jordan, 10 billion to Lebanon, 10 billion to Syria. The money, of which
: the American share is 25% will go to a new international body (not the
: World Bank or the IMF) which will replace the welfare and employment
: agencies of the UN (which take care of the Palestinian refugees today).
: The body will pass the money on, for individual and collective
: compensation.  Israeli Security: Israel will receive less than the 17
: billion dollars it asked for the Golan, but not much less. The aid will
: include the main elements in the Golan package, which were not dedicated
: specifically to the Golan and additionally money to erect fences and for
: other direct Israeli expenditures for the agreement in Gaza and the West
: Bank. Palestinian infrastructure: The amount of aid for the
: establishment of the new country is not defined. Allocating less than 5
: billion dollars for water infrastructure over 20 years is not a serious
: problem.

: 8. Settlers not in Settlement Blocs:
: "We are fighting for the rights of 40,000 settles living outside
: settlement blocs to live in their homes under Palestinian sovereignty -
: if they want to do this. There is still no answer to the question of
: whether we can achieve Palestinian agreement to the matter. It is also
: true that the continued presence of settlers in areas that will pass
: into Palestinian hands is liable to constitute an obstacle, which will
: explode the agreement.

: 9. The document:
: In Stockholm, the sides formulated a joint "non-paper" (an oral
: agreement), but the Palestinians later claimed that it only represents
: the Israeli side. This document will constitute the starting point for
: the talks.
