An independent report has concluded the Government should build massive "super prisons" with space for 1,500 inmates each. Up to 12,000 new prison places should be built near major cities in "new for old" projects. Valuable city centre sites would be sold to help fund their replacements. The review of private finance initiative jails by Government-appointed expert Patrick Carter said privatisation had been "very successful". It recommended opening three or four super prisons "in the next few years". The report also suggests the best locations for the new jails would be London, Hertfordshire, the West Midlands, West Yorkshire and Tyne and Wear. It said: "Too many of our prisons are old, costly and unsuitable for modern needs. We are recommending that an ambitious programme of 'new for old' prisons which should aim to deliver 12,000 new places, mainly in large prisons close to large conurbations. "All new prisons should be designed and built by the private sector." Mr Carter noted that there was a "them and us" attitude in the Prison Service towards private jails. He suggested adopting a mixed management style based on a French system, where the public and private sectors work side by side. A prison with 1,500 spaces would make the most of economies of scale, he added.
