27 October 2002 This story is from our news.com.au network United Nations blacklists JI 26oct02 THE radical Islamic group suspected of orchestrating the Bali bombings was today blacklisted by the United Nations. The listing of Jemaah Islamiah (JI) as an al-Qaeda related entity followed an Australian application to the UN, which was co- sponsored by Indonesia. The move was supported by ASEAN and EU countries, seven other Pacific Island nations, the United States, Canada, Korea, Mauritius, Turkey and others. JI is suspected of the October 12 Bali bombings in which at least 191 people were killed, many of whom were Australians. The listing means JI will face international sanctions. All UN member states were now obliged to freeze the funds and financial assets or economic resources of the group, Foreign Minister Alexander Downer said. UN member states must also prevent the entry or transit through their territories of listed individuals and must not sell them arms. Domestic measures are being drafted, with Mr Downer saying it was the first time Australia requested such a listing. "We are taking concurrent steps to proscribe JI in domestic asset- freezing regulations," Mr Downer said. The move will help block any attempt by JI to bolster operations in South-East Asia. The Department of Foreign Affairs and Trade last week updated its consular advice to Australians in Indonesia, urging them to be especially cautious from today, when the listing came into effect. "Every UN member nation in the world is now expected to take action against Jemaah Islamiah," a spokesman for Mr Downer said. "Australia is very pleased the listing has been formalised and is pleased with the degree of international support it got." Opposition Leader Simon Crean today said he welcomed the listing, but questioned why it took so long to happen. "I welcome it, and I continue to ask the question why it took the government so long to get it listed when the defence minister last week indicated that they had known for months that the possibility of JI presence in Australia," Mr Crean said outside the Tasmanian ALP conference in Launceston. "Now that it has been listed by the United Nations, the federal government should move immediately to list it in Australia. "It has the legislative power to do that. "Labor has supported that. "Now let's hope it doesn't take as long to list it here in Australia as it did take the government to list al-Qaeda." Intelligence agencies say JI is led by Indonesian cleric Riduan Isamuddin, also known as Hambali, who has reportedly built the organisation in al-Qaeda's image. A US-Australian report names him as a "key figure" linking the two groups. According to the report, Hambali was a close associate of Ramzi Yousef, who is imprisoned in the US for his involvement in the 1993 attack on the World Trade Centre.
