PPS - Please feel free to forward this article and email to everyone you know! __________________________________________ THE TRENTON TIMES Treffinger, Sabrin: Two very different conservatives 05/29/00 By MARK PERKISS Staff Writer TRENTON -- U.S. Senate candidates Murray Sabrin and James Treffinger are calling themselves the conservatives in the four-way race for the Republican nomination next month, but there's a lot separating the two. Treffinger, the Essex County executive who says Ronald Reagan and former GOP vice presidential candidate Jack Kemp are his role models, is in favor of gun control, is pro- choice on abortion and supports campaign finance reform. Sabrin, a Ramapo College professor who also regularly invokes Reagan, advocates firearm ownership and repealing gun control measurers, is staunchly anti-abortion, against affirmative action and says campaign finance laws violate freedom of speech. Where they agree is on cutting taxes, allowing Americans to invest a portion of their Social Security taxes in the stock market and limiting the use of U.S. troops in overseas missions. Sabrin of Leonia and Treffinger of Verona are running against state Sen. Bill Gormley of Margate and U.S. Rep. Bob Franks of New Providence for the GOP nomination to replace retiring Democratic U.S. Sen. Frank Lautenberg. And while pollsters, pundits and political consultants say Gormley and Franks are the favorites because they are more widely known than Treffinger and Sabrin, THE RACE IS A STATISTICAL DEAD HEAT. "You would think that because Gormley and Franks have greater organizational support, they have the better chance. But there are a number of scenarios that could end up with Treffinger or Sabrin winning this race," said Steven Salmore, a Republican political consultant. "They're both appealing to conservative Republicans and are hoping that Gormley and Franks split the moderate vote, which could let either Treffinger or Sabrin pull an upset," he said. "They're using the same strategy, and it's really the only strategy either of them has available." But carrying out that strategy is another matter. At the end of March, Treffinger had $711,000 in cash for his campaign while Sabrin had $62,000, according to financial disclosure forms filed with the secretary of state. Those figures were substantially lower than the amounts in the coffers of Franks and Gormley. At the end of March, Franks had $1 million in cash and Gormley had $1.9 million. Throughout the campaign, Treffinger, 50, has pointed to his role in restoring Essex County's fiscal viability without raising taxes during his two terms in office. He also proudly talks about having moved thousands of people off the welfare rolls. "One of the problems that Republicans have is shedding the image that this Republican Party is the party of Wall Street and doesn't represent the working people," he says. "We Republicans have to become the party of the people. We have to talk about those conservative issues that are meaningful in the lives of all working families." That thinking has led Treffinger to call for abolishing the nation's tax code and replacing it with a flat tax. "We have to find ways to let working people keep more of the money they earn," he said. "I came from a family of working people and I know about that firsthand." TREFFINGER, who was a Democrat until the mid-1980s and worked on Gary Hart's 1984 presidential campaign before switching to the Republican Party, says his call for a flat tax has merit, even though Steve Forbes, who based his presidential campaign on the issue, failed to capture any delegates for this year's Republican National Convention. "The message is bigger than the messenger," he says, adding that his time as a Democrat has helped him win elections in a county where Democrats outnumber Republicans by about 7-to-1. Treffinger says he is in favor of allowing individuals to invest up to 2 percent of their Social Security taxes in the stock market, an approach favored by presumptive GOP presidential nominee George W. Bush. Sabrin said the current Social Security system is unworkable because eventually it will be unable to support the growing number of recipients. To keep the system viable, he says, younger Americans should be allowed to invest in "super 401ks" rather than the Social Security system. Treffinger says he has no problem describing himself as a conservative while taking moderate positions on abortion, campaign finance reform and gun control. "I'm a conservative, but I recognize the need to be progressive and pragmatic," he said. That riles Sabrin, 53, who says he is a "real conservative" and the only candidate in the race being true to the principles of the Republican Party. "When the Republican candidate for U.S. Senate walks away from the core voters of the party -- pro-lifers and pro-Second Amendment voters -- the real fiscal conservatives . . . those are the core voters of the party," he said. "You must hold them in the general election. If you waffle on those issues, you will not win the general election." SABRIN, who ran unsuccessfully for governor in 1997 as a Libertarian, says he wants to outlaw abortion and is opposed to gun control legislation, saying those laws violate Second Amendment rights to bear arms. "I want to go to Washington and end the era of political correctness and affirmative action that's dividing the country by race and ethnic origin," he said, adding that he wants to abolish the federal Education, Energy and Housing and Urban Development departments. Like Treffinger, Sabrin favors reducing taxes by implementing a flat tax and scrapping the current tax code. Sabrin has drawn criticism for switching from being a Libertarian to being a Republican. In a televised debate last week, Franks asked Sabrin whether he might run for governor as the Reform Party candidate next year if he loses the Senate primary. "People want to see a fiscal conservative, a pro-Second Amendment, pro-life senator from New Jersey to take on the political elite in Washington," Sabrin responded. "The party is important, but it's not the end game. It's the issues that are important." But why the switch in parties? "As they say in politics, you want to get on the fastest bus possible," Sabrin said. "The fastest bus possible is the Republican Party or the Democratic Party to get elected. I've held my views for many years and those are more important than party labels." Sabrin has criticized his opponents for taking pro-choice stances while opposing partial-birth abortions, federal funding for abortion or supporting parental notification for minors seeking to end their pregnancies. "I'M IN FAVOR of banning all abortion and turning the issue over to the states," he says. "It's easy to say you're against partial-birth abortion, but if partial-birth abortion is wrong, then all abortion is wrong." Treffinger, on the other hand, says that while he does not advocate abortion, he "will not criminalize or incarcerate individuals who exercise their rights to receive or perform abortions." Another area where Sabrin and Treffinger agree is on the use of American troops overseas. Both say they would not have sent soldiers into Kosovo and that the United States should not send military personnel into war-torn areas of Africa. "We should only send in troops if it is vital to our national interests," Sabrin said. "We are spending millions of dollars to have thousands of troops in Europe to defend against the Soviet Union.
