AGAIN; PERES ACCEPTS :: UPCOMING ISRAEL TRIP :: CLOSE CALL WITH IRAQ: Early Thursday morning, US satellites picked up Iraqi ground-to-ground missiles moving west with launching equipment. Based on US intelligence estimates, Israel placed all its security forces on high missile readiness. US intelligence estimates claimed that Iraqi missile forces would have been ready to launch at Israel by 6 p.m. local time Thursday, but Mideast sources said "a European government -- probably Britain" -- sent word to Iraqi intelligence that if missile launch preparations continued, "Israel would not again sit still and wait for Iraqi missiles to rain down on its towns, as it did in the 1991 Gulf War." DEBKAfile said Israeli air force officials were planning a preemptive strike against the amassed Iraqi troops and missile launch sites. Nevertheless, Iraqi forces continued preparing the missiles for launch, "taking them up to one stage before [Iraqi President] Saddam's firing order." At 5 p.m. local time, two US AWACS and 4 Hawkeye-A2C spy planes, and another 36 assorted US and British fighter craft, took off from the Turkish base at Incherlik and from US Navy carriers in the region, and headed for Iraq's Western Desert. Their mission was to flatten Saddam's surface missiles the moment the spy planes reported them operational. Opposite Syria's Mediterranean coast, Israeli Air Force craft took off at the same time. As they crossed over the desert, the US and British airborne flotilla ran into fierce anti-air missile fire from batteries placed north of the Iraqi oil city of Mosul -- altogether 35 missiles were fired [this has been confirmed by the US Pentagon]. The allied fighters blasted the Iraqi batteries in return but caused very little damage. A few minutes after 6 pm, everyone started breathing upon learning that the Iraqi surface missiles had become stationary. Israel called off its missile alert at 7.30 p.m. Besides escalating Iraqi military activity, DEBKAfile said "unusual Palestinian military activity" was witnessed "in the past 24 hours." It said its sources have learned that "a massive Palestinian terrorist attack may be programmed as the starting signal for a regional flare-up." The combined American-British air raid February 16 missed its essential target: a command and control center 20 miles north of Baghdad for the coordination and dispatch of both anti-air and ground to ground missiles. The allies had intended to preempt Hussein, following intelligence of his decision to launch missile-attacks on Israel, Saudi Arabia and Kuwait. The failed air raid strengthened Saddam's resolve. Now, he is determined to go to war without delay, before the Western allies reduce his missile-launching capability. ............................ :: FURTHER ESCALATION OF PALESTINIAN WARFARE EXPECTED: In his briefing to the Knesset Foreign Affairs and Security Committee Tuesday, Feb. 20, Israeli Chief of Staff Lt. Gen. Sha'ul Mofaz, predicted a further upturn in the level of Palestinian violence amid diminishing prospects for a settlement. There would be an extensive call up of reserves in the coming weeks, he said, to free conscripts for training courses. Mofaz reported a total of 3,300 Palestinian shooting and bombing attacks since they launched their confrontation last September. "Day by day, we deal with hundreds of explosive charges mostly detonated by cell phones. The IDF [Israel Defense Force] finds itself at war". A senior Israeli intelligence officer, in his briefing to the parliamentarians, reported that Arafat is completely disinclined to reduce the wave of violence and that the Palestinian Authority is doing nothing to halt terrorist strikes. He described an escalating crisis of confidence between the Palestinian Authority's and the Palestinian people. With mounting popular unrest, Arafat is expected to direct it away from himself against Israel, allowing the bloodshed to expand. Israeli intelligence forecasts more militant Hizb'Allah cells being planted in Palestinian areas. ............................ :: PA/PLO DOORS REVOLVING ONCE AGAIN: The Palestinian Authority [PA/PLO] has released from prison murderers who committed their terrorist crimes only several weeks ago. IDF Chief of Staff Lt.-Gen. Sha'ul Mofaz said Tuesday that the murderers of the two restaurant owners from Tel Aviv -- Moti Dayan and Etgar Zaitouna -- have been released; the double murder occurred only four weeks ago [January 23]. In addition, the PA/PLO has also released the terrorist killers of a 16-year-old Ashkelon youth in what was known as the Internet murder, which occurred six days before that. Mofaz also warned that Mohammed Dief, a senior Hamas terrorist -- who is on Israel’s most-wanted list for involvement in numerous terrorist attacks -- was also released from a PA/PLO jail and now travels freely throughout PA/PLO controlled territory. ............................ :: US PRESSURES ISRAEL TO FUND INTIFADA, EU BACKING OFF: According to a report in the WASHINGTON POST Thursday, the Bush administration is pressing Israel "to turn over an estimated $54-million in tax money owed to the Palestinian Authority and urgently needed to pay the salaries of its security forces and civil servants." The POST added that both Secretary of State Colin Powell and the U.S. ambassador to Israel, Martin Indyk, have also been exerting pressure on Israel to release the funds. The money, in fact, would be used by the PLO to continue funding the ongoing Al-Aqsa Intifada. Meanwhile, the European Union has privately warned Arafat that it will reassess its future financial support for the PA/PLO unless progress is made toward peace, a senior European official told THE JERUSALEM POST. He said the EU -- the most generous benefactor of the PA/PLO -- had sent an ultimatum to Arafat. In another report, the LONDON GUARDIAN quoted EU Foreign Affairs Commissioner Chris Patten as warning that Europe's leading role in providing emergency loans and funding for the PA/PLO was nearing an end. Editor's Note: We reported last week that Arab countries recently suspended the transfer of hundreds of millions of dollars, collected as donations for the Palestinian people, to the Palestinian Authority due to the fear that the money will end up in the wrong hands. ............................ :: MOSLEMS TO JEWS: DON'T TOUCH THE WALL! PA/PLO Mufti Sheikh Ekrima Sabri has issued a religious ruling forbidding Jews from touching the Western Wall. The edict followed the discovery of Israeli intentions to repair some stones in the Wall had become loose. The Moslems claim that the Wall is part of the Temple Mount, which they claim belongs to them. However, the Temple of the G-d of Israel first stood on the Mount almost 1,000 years before Islam was even an idea. ............................ :: :: TIME MAGAZINE'S PRAISE OF MASS MURDERER ARAFAT: TIME magazine this past week (issue of February 26, 2001) had a five page article praising Yassir Arafat. The lengthy article by Scott MacLeod was marred by factual error and omission of key information about the PLO leader. The feature piece, entitled "Waiting for History to Happen," presented a sanitized image of Arafat by, for example, excluding mention of Arafat's own responsibility in the economic hardship of the Palestinian populace and by giving only perfunctory attention to his terrorist history, without any mention of specifics.
