Israel halts aid to territories from Iran and Iraq

Israel recently decided to stop the flow of aid - food and medicine - from Iran and
Iraq to Palestinians in the territories.

During the first months of the conflict in the territories, Iraq and Iran began sending
humanitarian assistance to the territories, and Israel did not obstruct it.

Trucks from Iraq delivered humanitarian aid and Iraqi hospitals took in and treated
Palestinians wounded by Israeli gunfire. Saddam Hussein's government also
supplied financial aid to families of suicide bombers and Palestinian fighters killed 
in
clashes with Israeli troops.

Explaining the decision to ban all forms of aid from Iran and Iraq, a top Israeli
security official said "there is no such thing as `humanitarian aid' from these two
countries."

Aid given by them has a wider objective of supporting terror groups, the source
said. He said enough aid reaches the territories from other sources - moderate Arab
states, the European Union, international organizations - and further shipments from
Iran and Iraq are not required.

Parallel with the assistance, both Iran and Iraq have helped to build up terror
networks on the West Bank and Gaza Strip. Iran was particularly active in this
respect, delivering large supplies of firearms, often using Hezbollah as a conduit for
this export of weapons to terror organizations in the territories.

In some cases Israel intercepted weapons before they reached terror groups - the
capture of the Karine A weapons ship being the best known example.

Israel is also trying to disrupt the transfer of money from Iraq to families of suicide
bombers but has yet to track down the channels along which these transfers flow.

Documents the Israel Defense Forces confiscated during Operation Defensive
Shield showed that Palestinian Authority officials paid several visits to Iraq to
organize the transfer of donations.

Last March, a delegate from the Iraqi Ba'ath party in the territories told Al-Quds
newspaper in an interview that Iraq had until then transferred $12 million to families
of fighters who had been killed or wounded.

On at least three occasions this year, Iraq President Saddam Hussein praised
suicide bombers and called on Arab states to help smuggle weapons into the
territories - anti- tank weapons in particular.

IDF intelligence analysts believe Iraqi support for terrorist activity in the 
territories
has several goals. These include deflecting attention from events in the Gulf,
inciting the Arab world against Israel, and deferring possible American action
against Saddam.
