FWIW, this appears to be due to a whole bunch of new atf tests. There
are no new failures in old tests, only new failures in new tests!
And, there are also a lot of new success/Pass results in the new
tests... :)

Problem soved - I found /var/cache/fontconfig/ and removed everything.
Then I ran fc-cache and now xdm starts!
I have no idea how the font-cache file(s) got messed up, but at least
now I know where they live, and how to regen them!

If I boot, and just wait in the boot menu for the 5-second timeout, the
boot fails with the "heap full" message.
However, if I interrupt the boot menu and drop to the prompt, and then
enter "boot netbsd -s" it boots just fine!
