Actually, I THINK the cxf eclipse plugin is being completely superceded
by the STP project. We just produced it as a bundle for the STP
project to use. I don't think it's actually needed anymore:

I know STP team are working on that, So maybe you have to wait for a
while.
Maybe you can try [1], just download the zip, and unzip into your
/eclipse/plugins directory. this one include the old cxf tools.
