error downloading XFree86-base-4.2.0-1.tar.bz2

when I download  the XFree86-base-4.2.0-1.tar.bz2 through the cygwin setup
an error occurs (the file is only 46 bytes).
The installation is not proceeding after that.

Is there a soluttion?
