1.5.5.1 st_ctime and st_mtime is not updated for functions.

Hi all, I ran PCTS on cygwin 1.5.5.1 and found some problem. According to standard document of posix conformance following function need to update the st_ctime and st_mtime fields of the underlying file. These functions are not doing so. Is there any specific reason for that? Is it impl
