FYIO, the problem was the program Aventail Connect I've installed some time ago to bypass our proxy. I've found this with the help of the ssh-L list archive at http://archive.erdelynet.com/ssh-l/ and a process explorer from http://www.sysinternals.com which showed me, that sshd loaded some aventail dll's.
