stow 2.4.0+5.36-1 is now available in Cygwin. This is a new upstream
release of stow 2.4.0, the first new release of stow since 2019. It
includes bug fixes, clean-ups, and minor improvements. For the full
list of changes see the stow NEWS[1].

stow manages the installation of local software packages by creating
sets of symlinks from the installed location (e.g. /usr/local) to a
stow directory (e.g. /usr/local/stow/emacs) where the real files live.
This allows you to keep packages separate, while making them appear to
be installed in the same place.
