I actually managed to upgrade my cygwin instalation and still have time to
give this method 2 stuff ago.
So, introducing nano-1.1.10-1 - the first 'unstable branch' release for
cygwin.
It may be unstable branch, but I have been using it for a while on debian,
and the only bug I have experienced

By this I assume you to mean that you don't need to be listed in the
distribution. You need to set the Reply-To header if you want that to
happen. See the archives of many lists for explanations.
