[ITP] neon (A WebDAV library required by Subversion)

Neon is a WebDAV client library, which is required by subversion. (Dave Slusher's candidate subversion package currently bundles neon.) This package would reduce the need for a future subversion package to bundle extra libraries, as well as reducing the number of from-source required dependencies
