Revised patches with some small improvements to the way setup.exe handles mirror URLs. I'm really not that keen on patches 3 & 4. It changes a lot of stuff around just to change the name of a directory from e.g. 'http%3a%2f%2fmirrors.kernel.org%2fsourceware%2fcygwin%2f' to 'http%3a%2f%2fmirror
