I've just updated the check-mirror software on sourceware which (supposedly) kept the mirrors list up-to-date. This is a complete rewrite so there is a possibility that I got something wrong. It should be much better at finding up-to-date mirrors, although there will be a stabilization period while it figures out about sites which are still active but contain out-of-date data.
But it has to be better than the old software because... it uses a database! Possible problems would be setup.exe no longer being able to find a mirror and/or an erroneous http://cygwin.com/mirrors.html. If you notice a problem please send it here and I'll fix it ASAP. cgf
