and things work properly again. I can run xemacs with the DISPLAY
variable either set (get an X window) or unset (get a window's window).
I have not altered any other settings.

If it run OK, then there is still a problem
If you successfully run it manually, then the problem of launching the bat
file with a shortcut is a Windows gui problem.
Go for investigating file extensions and associations handling of bat files.
