Yes.
Check man mkfondir and possibly mkfontscale if it is scalable fonts.

This looks like a similar problem I had.
In my case I trackedit down to my firewall (kerio) changing that fixed
my problem.

though notepad has the focus. Textinput and
mousclick goes to notepad. Also happens with internet explorer and others.
