Maybe it will help, if you know what the DISPLAY variable is used for.
It is like this: when you start a program (like gnuplot),
it will okk at the DISPLAY variable and use its value as
the address of the X11 display to use.
So in your case, it will read "localhost:0.0" and it will connect
and d
I did that several times. Works just fine.
No special steps.
(Windows 2003 is very compatible to XP)

Problem
@ is not a 8 bit character, so those changes in .inputrc should not be needed.
Probably the keyboard layout for X11 is wrong.
Cut & paste from any other program should work just fine.

systray icon stays behind,
like for crashed apps. Can this be fixed ?
I use the latest version, updated last week (I think the issue is months old
