While I can not work out how to make the previews stay still, if you select
an image and then scroll the mouse wheel (Windows 10) you can move all the
images left or right. This is very convenient when there are lots of images
in the imported folder. Seems like a nice GUI design to me.

Adobe's Lightroom uses a compulsory import function since non-destructive
editing requires a DB or associated file to record edits. Following Simon's
suggestion is a suitable workaround. However, Darktable does let you import a
single image which effectively lets you "explore" system files
Use the right tool for the job. On Linux, the tool I use to do what you
describe is geeqie.

You can right click on an image in your file browser and select Open With -> darktable, or set darktable to be the default application to open your camera's file type, so you could just work from your operating system's file browser.

RawTherapee and ART (and I think Photoflow also) work without
importing. Filmulator imports images, just like darktable.
If you don't want a database with darktable, it's doable: you can set
the library to be in-memory (it'll start empty every time). You can
simply open images with darktable
