It is not only voter list, several government schemes also have the
household level information like MANREGA, PDS distribution etc..
I think transparency is more important than privacy.

The ward-level dataset that you are looking for wasn't released by the ORGI
for the Census, 2001. You may try contacting one of their data centers
(located at Gokhale Institute of Politics and Economics, Pune & JNU, New
Delhi) for more dis-aggregated data though.
