DateTime::Event::DST (Pulling DST changes from DateTime)

Back in October 2003, I wrote DateTime::Event::DST for exactly this purpose: http://marc.theaimsgroup.com/?l=perl-datetimem=106716694406817w=2 It never got anywhere for some reason. I'd think that as DST changes are an event, they should be a DT:E module. The code is in the archive if anyone
