The OCS directory should be pointed to by
$SYBASE/$SYBASE_OCS; it's not clear from the text that
this is actually happening. Verification can be done
using isql, which separates that issue from perl
programming issues.
The environment can be checked at runtime in the perl
script in one of two ways
