As per your instruction i did but Still i have the same issue,

ORACLE_BASE=/opt/app/oracle
TNS_ADMIN=/opt/app/oracle/oracle/product/10.
Looks from that one it cannot find you listener.
Set the TNS_ADMIN value to the directory that has your TNASNAMES.ORA file
