An alternate solution:
Get msys, mingw, dmake and compile perl, DBI the DBD-Oracle from sources.

Hope I am not asking THE Stupid Question, but I recently upgraded to
ActiveState 5.8.0 and want to install DBD-Oracle. I cannot seem to connect
to repositories for the binaries. I have tried:

The key may be how perl handles those single quotes (does not allow
variable interpolation within them).
