when in a cluster you can access logical files that (generally) you won't if
the package is not active (or you need be in shared mode)
are you sure you can talk oracle (sqlplus ...) when your package is inactive?

DBD-Oracle was compiled with first ORACLE_HOME and work correctly with
first and second ORACLE_HOME.
But first ORACLE_HOME is in cluster package, and if this package is not
