We just tried extract_test.php on Windows. There was a small error (<?
instead of <?php in one file), which may cause problems with some
configurations. Can you run "svn update" and try again?

start.php is deprecated. You can use extract_dataset.php to extract one
data set or extract_full.php to run the complete extraction.
