OK, then the reason is that the mapping to Geonames is simply incomplete
(as most Linked Open Data). DBpedia contains around 573,000 places, but
the mapping file to Geonames has only 87,000 entries.

The Keyword Search API has been returning a blank screen since
2013-04-07. Here is an example url:
http://lookup.dbpedia.org/api/search.asmx/KeywordSearch?QueryClass=place&QueryString=berlin.
The Prefix Search API is performing nicely, however.

I think the trick is that the statements in the download file are
the other way round. Using
select * where {
dbpedia:Europe
owl:sameAs ?s
}
instead should work.
