You might want to report that to the debconf-team list instead. I
don't think the DebConf12 final report has been issued yet though.

For a period during the deliberations for DC13 site selection some
"anonymous" "donors" were offering money to Debconf on condition that
Vaumarcus was selected. This offer (actually a loan) was withdrawn
when the donors got cold feet.
These "anonymous donors" were in fact not third parties at all
