Please give-back libowfat on x32

Dear x32 porters, please give-back libowfat on x32. I'm the maintainer of dietlibc and have recently fixed a couple of bugs in dietlibc that caused libowfat to FTBFS on x32 (see #850276), and libowfat should now build on that architecture. gb libowfat_0.30-2 . x32 Thanks, Christian
