In case anyone wonders, I worked around this problem by doing the
following:
mv /usr/share/locale/locale.alias{,.saved}
apt-get -o DPkg::Options={\--force-overwrite\;} -t testing dist-upgrade
mv /usr/share/locale/locale.alias{.saved,}
Note, the local.alias file installed by
