This is related to Debian bug 745834. The fix there failed to work on
Ubuntu because our ufw delta introduces the use of triggers, which the
logic that tests if apache2 is

apache2.preinst calls a2query if /etc/apache2/ exists, but a2query is
supplied by apache2 itself, so is not necessarily available at the time

If I install apache2 at the same time as libapache2-mod-svn, then it is
possible that both packages are unpacked, but
libapache2-mod-svn is configured first.

Oops - I reported the Ubuntu package version I tested, not the Debian
version. I did test both - just had two windows open at once, and used
the wrong one to grab the version.
