mod_userdir is forcibly enabled when apache2 is upgraded. This should
not happen because it should be up to the admin to decide whether they
want a module enabled especially on an upgrade which has the potential
to break things.

It's not a matter of versioned symbols. The problem is that, at
least on SPARC, the output of apu-config --libs contains
-ldb-4.0, whereas the package does depends on libdb4.2-dev
instead of libdb4.0-dev.

userdir is forcibly enabled since it changed from being built in to being a
module. Not enabling it would have broken many more configs than not, so
this is a safe default.
I'll be implementing debconf questions to handle this more gracefully.
