I did a set -x on /var/lib/dpkg/info/apache.postinst
After doing the db_conf section, I noticed this:

OK, here's a short patch which fixes the problem and lets it be
installed, although since I don't read Finnish I've got no idea whether
I've changed the semantics behind the entry:
