Apache does not restart when one or more vhosts have been deleted and have not been removed from the http config. Apache will not be able to write to it's logfiles, and therefor fails to start up. This is unwanted behaviour, as logfiles are usually owned by the owners of that website. Bug #83540 describes the not-starting part of this problem. In my case, apache died at night during a logrotate which sent a SIGUSR1 to apache (graceful restart).
