There is a problem when having both apache1.3 and apache2 mod perl
installed at the same time. Check you get this:
$ dpkg -l | grep mod-perl
ii libapache-mod-perl1.29.0.3-8
ii libapache2-mod-perl2 2.0.1-3
And then run
$ sudo dpkg -r

I was not aware of libapache2-mod-perl2 which it's
incidentally installed:
ii libapache2-mod-perl2 1.99.12-3
