I created a usb image with live-debian tool and I get the same error.
Seems the error is on apt-get command on line 33 of apt-install command.

When dpkg-reconfigure console-setup is run it ends in an empty
/etc/console-setup/cached.kmap.gz (well, an empty, compressed file size
20 bytes to be correct).
While reconfigure I get a warning:
