debootstrap --arch=amd64 --variant=minbase --include=sysvinit-core \
--exclude=systemd,systemd-sysv jessie jessie
However systemd gets still pulled in by incorrectly resolving

partman doesn't display option 11. physical volume for RAID for the first
partition of any disk. option eleven however does show up for the other
partitions.
I can reproduce this bug on 2 different Netra X1s and on one Netra t1 105
