Unlike the modprobe utility from module-init-tools, busybox' version
fails for built-in modules:
,
| % grep ext4 /lib/modules/$(uname -r)/modules.builtin
| kernel/fs/ext4/ext4.ko
| % sudo modprobe ext4
| % sudo busybox modprobe ext4

/etc/init.d/keyboard-setup tries to run the "tty" command, resulting in
an error message if /usr is on a different filesystem than /:

When installing console-setup with apt, it will never configure the
console, even if you do it on tty1:

Running setupcon on tty1 or tty2 under a 2.6.33-rc8 kernel causes an
annoying and surprising switch to tty6. This does not happen under a
2.6.32 kernel.
FWIW, there is no problem when setupcon is run from the init script,
only when it is run

The warning comes from libselinux1.
